Divine Favour, +3.2 per attribute level, and no.
Divine Favour only affects monk spells. Signet of Devotion is a signet. |

Long time no post...and now you bring it back up? -.-
Yes, Mantra of Inscriptions + Signet of Devotion is a good combo. This skill is usually used by Boon-Prots as this is a no Energy heal. Also, it recharges quite quickly so it's pretty good. Overall, good if you have a high Divine Favor but ok if not. |
